POSITION OVERVIEW:

The Constructability Reviewer position will improve customer service by reducing estimated plan review time, as it will provide constructability support to HCED planning, design, and construction. It will provide comments on in-progress civil road and bridge design plans, specifications and estimates for constructability, compliance, and accuracy.

The position will also, review advertisements for bid for incorporation of prior comments and coordinate with design personnel.

It will review bids for appropriate balance, unit costs and compliance, and provide constructability advice to design and construction personnel for projects in planning, design, and construction.

JOB DUTIES:

  • Provide comments on in-progress civil road and bridge design plans, specifications and estimates for constructability, compliance, and accuracy.
  • Review advertisements for bid for incorporation of prior comments and coordinate with design personnel.
  • Review bids for appropriate balance, unit costs and compliance.
  • Provide constructability advice to design and construction personnel for projects in planning, design, and construction.
  • Sitting for extended periods of time with frequent standing and walking and occasional ascending/descending stairs.
  • Visits to indoor and outdoor off-site meeting locations. Occasional exertion of up to 20 pounds of force and/or a negligible amount of constant force necessary to move objects.

Requirements

Education:

  • Bachelors Degree in Civil Engineering or related field. Related experience may be substituted for education.

Experience:

  • Seven (7) years of experience in civil engineering design and/or construction with road and bridge projects.

Knowledge, Skill & Abilities (KSAs):

  • Extensive knowledge of Harris County Road and Bridge, TxDOT, City of Houston, and Harris County Flood Control design specifications.
  • Extensive knowledge of road and bridge construction methods and techniques in all aspects of a road and bridge construction projects (including but not limited to excavation, storm sewer installation, water and sanitary sewer installation, roadway subgrade stabilization, concrete pavement installation, asphalt pavement installation, traffic control, storm water protection, etc.).
  • Strong skills using Microsoft Office applications (Outlook, Word, Excel), Adobe Acrobat and Blue Beam.
  • Computer knowledge and experience using web applications.
  • Strong written and verbal communication skills using proper grammar, punctuation, and spelling.
  • Effective communication with co-workers, members of the department, and county employees.
  • Solve mathematical problems that may be required in normal work situations.

  • Master's Degree in Civil Engineering or related field. Related experience may be substituted for education.

  • Ten (10) years of experience in civil engineering design and/or construction with road and bridge projects.

General Information

Position Type, and Typical Hours of Work:

  • Full-Time | Regular | 40 hours per week.
  • Hybrid schedule: Three days in the office and two days working from home.
  • Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.

Salary:

  • Commensurate with experience, based on 26 pay periods.

Physical Demands and Environmental Exposure:

Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).

This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
