Statement of Work The Geospatial Data Structure Specialist role is crucial for establishing a modern, integrated GIS infrastructure to streamline permitting and inspection workflows.
The specialist will be responsible for analyzing, integrating, designing, testing, and deploying GIS layers, geospatial data structures, and address mapping functions associated with permit and plan check applications. These GIS capabilities will enable our client to geocode all building applications and permits across various systems.
Key functionalities include:
- Replacing legacy systems with a centralized GIS-integrated platform.
- Developing enhanced geospatial data and address layers that will allow the client to track building permit activity across mapped layers, such as Council Districts, Census Tracts, and Zoning Boundaries.

JOB DESCRIPTION Contractor shall meet the following key high-level work products and outcomes:
The GIS Specialist will deliver the following work products and outcomes to support the Los Angeles City Permitting System:
- GIS Mapping and Infrastructure Development: Provide expertise in GIS mapping, infrastructure, tools, and techniques to align LADBS’s capabilities with modern, GIS-based permitting workflows in the LACPS.
- Creation and Maintenance of Building Layers: Create and maintain GISbased building layers, especially for LADBS retrofit programs, ensuring all new permits and inspections within the LACPS have accurate geospatial references.
- Workflow Automation for Geospatial Data: Use GIS tools to automate workflows for the LACPS, replacing manual processes from the legacy PCIS system, to improve data accuracy and reduce processing times.
- GIS Map Services Integration: Configure, troubleshoot, and manage GIS map services to be used by the LACPS and future applications, ensuring consistent and reliable GIS functionality across platforms.
- Python Scripting for GIS Automation: Develop Python scripts to automate data processing and editing tasks within GIS layers, facilitating data consistency and quality control.
- Spatial and Tabular Data Queries: Perform spatial and tabular queries on GIS layers and the LACPS data to provide comprehensive data for reporting and analysis.
- Data Quality Enhancement: Use Python, ArcGIS, and PL/SQL to create and update scripts focused on data quality, ensuring the LACPS maintains a high standard for geospatial data.
- Building Footprint Feature Management: Oversee the building footprint feature class and associated GIS services, monitoring and optimizing them for the LACPS needs.
- Geospatial Data Usage Metrics: Collect, interpret, and report on geospatial data usage metrics to support data-driven improvements and future GIS enhancements for the LACPS.
- Third-Party Integration and Configuration: Collaborate with third-party consultants and partners to ensure GIS data aligns with business data, configure GIS and web server environments, and deliver multi-layer maps and related data accurately.
The performance of the Geospatial Data Structure Specialist for the LACPS will be closely monitored by LADBS management to ensure alignment with project goals and standards. Key performance expectations include:
- GIS and Mapping Expertise o Demonstrate strong GIS analysis and mapping skills using industry-standard tools (e.g., ESRI ArcGIS 10.x) to create, edit, and manage geospatial data accurately.
- Proficiency in GIS Concepts and Technologies o Maintain a solid understanding of GIS concepts, terminology, symbology, technologies, and platforms, ensuring all geospatial tasks align with LADBS’s standards and the requirements of the LACPS.
- Data Quality and Workflow Automation o Implement best practices for designing, configuring, and maintaining enterprise GIS databases; utilize Python scripting and SQL for automated data quality checks and workflow enhancements.
- Geodatabase and Data Management o Efficiently manage geospatial data, including data loading, conversion, troubleshooting, and metadata maintenance, ensuring the accuracy and accessibility of the LACPS data.
- Familiarity with GIS Software and Programming Tools o Utilize GIS software (ESRI ArcGIS, ArcView, ArcEdit, ArcInfo) and programming languages (Python, SQL, PL/SQL) effectively to support the creation and maintenance of geospatial layers.
- Cross-Disciplinary Knowledge o Apply knowledge of symbols and terminology from civil, architectural, or electronic engineering drawings as needed to
interpret and incorporate data from various disciplines into the LACPS.
- Web Server Configuration and Integration
o Demonstrate experience with GIS and web server setup and configuration, ensuring reliable integration of the LACPS with web-based mapping and reporting tools.
- Basic Knowledge of Web Technologies
o Possess a working knowledge of HTML, CSS, JavaScript, and jQuery to support GIS integration with web applications as needed for the LACPS
