We are currently seeking a skilled Lead Financial & Risk Analyst to join our team. In this role, you will lead the Treasury Analyst team, oversee daily cash and investment activities, ensure compliance with the General Bond Resolution, and manage risk insurance programs. You will also generate and review financial reports, develop financial models, and streamline financial analysis.

RESPONSIBILITIES

• Coordinate daily cash and investment activities with the Treasury Team, providing backup coverage as needed
• Ensure compliance with the General Bond Resolution and investment policy for MMWEC debt, cash, and investments
• Deliver monthly Treasury reports to Members and Project Participants
• Supervise the Treasury Analyst team in executing daily operations and required functions.
• Create and maintain financial models
• Generate and evaluate analytical reports and communicate findings
• Develop a cash forecasting program
• Handle risk insurance policy applications, renewals, or establish new coverage as needed
• Perform treasury accounting functions
• Prepare and review investment performance reports
• Review or prepare detailed analysis of cash flow tracking and arbitrage rebate calculations

QUALIFICATIONS

• Bachelor's degree in Finance or Accounting
• 5 to 10 years experience in treasury operations management, finance, accounting and/or enterprise risk management. CTP designation a plus
• Experience in the municipal or utility industry is a plus. Knowledge of arbitrage regulations relating to tax-exempt bonds
• Familiarity with ERP systems or various business management software
• Ability to optimize or re-imagine current applications based on business needs
• Experience with risk insurance programs
• Proven success in cash management and cash accounting operations
• Strong analytical and critical thinking skills
• Proficiency with Microsoft Office including Excel macros, familiarity with Bloomberg
• Detail-oriented, forward-thinking, able to handle multiple responsibilities simultaneously
• Experience with team leadership or project management
