Job Description

Apogee Solutions, a Woman-Owned Small Business, is seeking a full-time Nurse Case Manager to support the Equal Employment Opportunity Commission (EEOC) in the Washington, DC area. Qualified candidates must be a US Citizen able to pass a background check, to include Federal Bureau of Investigation (FBI) fingerprint check and National Agency Check with Written Inquires (NACI).

The EEOC is charged with the administration, interpretation and enforcement of federal laws prohibiting employment discrimination. The Agency employs approximately 2,000 employees at 53 locations nationwide which are organized into 15 district offices that include field, area and local offices and one Headquarters location in Washington, DC. As required by Federal Employees Compensation Act (FECA), EEOC must assist injured employees in a timely and safe return to work. To accomplish this mission, Office of the Chief Human Capital Officer (OCHCO) has procured a managed care service to provide medical review and coordination of all workers’ compensation claims, to assist injured workers in accessing timely and appropriate medical care, and in support of a successful return to the workforce as soon as medically appropriate. 

The Nurse Case Manager will:

  • Provide guidance and assistance to managers, supervisors and employees in all EEOC installations (i.e. Headquarters and 52 Field locations) regarding; reporting on-the-job injuries, submitting and documenting claims, and utilizing the DOL Employee's Compensation Operations and Management Portal (ECOMP) claim submission software.
  • Proactively manage cases of injured workers and serve as a liaison between the injured worker, medical professionals, and EEOC OWCP program staff to facilitate the injured worker’s return to work.
  • Provide nurse consult case management support to the injured employee.
  • Monitor claims, to include contacting claimants and medical care providers, obtaining updated medical information and fitness for duty status, conduct research and review of medical documentation to confirm the legitimacy of claims.
  • Initiate actions and activities to return employees to full or modified work in accordance with the employee’s fitness for duty.
  • Review long-term cases quarterly to support determination of the appropriateness of removal of the employee from the Agency’s rolls.
  • Adhere to all of DOL’s claim filing activity timeliness requirements. Assist the Agency in adhering to OWCP's timeliness requirements for filing via monitoring the Agency's claims in DOL’s ECOMP system.
  • Collaborate with the OCHCO workers compensation program manager and DOL OWCP staff to meet each requirement of the Federal Employees Compensation Act (FECA). This may include but not be limited to frequent communication with the injured employee, communication with DOL OWCP nurses, receive and submit new claims, case management of old claims, review for needed medical information and support fraud investigations, provide training and instruction to managers, supervisors and employees, and support return-to-work.
  • Investigate possible fraud and report such instances to the EEOC OWCP program manager.
  • Provide support for instances in which the Agency challenges/controverts the validity of an employee claim for workers compensation, or the employee has appealed a denied claim.
  • Provide summary reports to the EEOC OWCP program manager, including identification of trends that may identify potential hazards in the workplace. This shall consist of a memorandum after each incident regarding whether a potential hazard was noted, and a summary analysis of potential hazard trends at the end of each year.
  • Review and recommend process improvements to the Agency’s workers compensation procedures as appropriate.
  • Provide reports to the OWCP program manager in accordance with established timeframes: monthly, quarterly, annually, draft final report, final report. Also, provision of monthly invoices.
  • Monitor the Injury Reporting Hotline, Monday through Friday, during business hours, excluding federal holidays.

Requirements:

  • US Citizen with the ability to pass a background check, to include Federal Bureau of Investigation (FBI) fingerprint check and National Agency Check with Written Inquires (NACI)
  • Possess a Baccalaureate Degree in Nursing (BSN) from an accredited institution
  • Active, Unrestricted State Nursing License
  • 5 years prior experience in nursing with at least 2 years prior experience in worker's compensation
  • COHN, CCM, CIRS/CCRN, CDMS and/or ANCC/ANA certification preferred
  • Recent experience with FECA and/or the Division of Federal Employees’ Compensation (DFEC) nurse intervention program preferred
  • Must demonstrate a strong proficiency with Microsoft Office and Adobe products as well as a strong proficiency with using computers and the internet
  • Must have strong attention to detail and be highly organized
