Example of Duties:
Under limited supervision, performs technical work in appraising land, residential buildings, and building improvements for tax assessment purposes. Work involves conducting appraisals of real estate and real property for tax purposes; determining the appraised value using established policies, procedures, and standards as stated by local government and the North Carolina Department of Revenue; prepares and maintains related records; providing property tax information and answering questions from property tax owners and the general public regarding appraisal process, program requirements, and other programs related issues; conducting on-site reviews of property, buildings, and improvements to ensure appraised values are consistent with approved schedules. Employee is also responsible for computing and pricing lot sizes, construction areas, subdivisions and land splits. Employee must exercise initiative and independent judgment in ensuring proper application of established policies and procedures to individual appraisal cases. Employee must also exercise tact, courtesy and firmness in frequent contact with property owners and the general public. Reports to the Director, Real Estate Division.
Valid North Carolina driver’s license required upon hire and duration of employment. Out of state driver’s license will be accepted only if the individual is a permanent resident of that state.
North Carolina Department of Revenue Real Property Appraiser and Fundamentals of Property Tax Listing and Assessing certifications required within eighteen months of hire.
If employee has certification upon hire the employee will start at grade 70.
If employee does not have certification, employee will start at grade 68 ($40,785.00) as Trainee I until first class is passed. When first class is passed the employee will be able to move to Trainee II at grade 69. Once the second class is passed and certification has been acquired the employee will move out of Trainee status to a regular Real Estate Tax Appraiser at grade 70.
Must take and successfully pass a pre-employment drug test, Motor Vehicle Records driver license check, as well as submit to random, reasonable suspicion, and post-accident drug and alcohol testing. A criminal background check must be completed by the County of Robeson for potential applicants.
