This position is based Onsite in Philadelphia. 

SUMMARY OF DUTIES:

Reporting to the Portfolio Director - System, the Senior Program Manager will have responsibility for the execution of assigned complex capital projects and/or programs within the Equipment sub-portfolio (equipment/vehicle acquisitions and equipment overhauls) in addition to managing the staff listed above. This position provides project management experience and expertise to high impact projects/programs across multiple Divisions/Disciplines while providing guidance and leadership to the staff reporting to the position.

 

ESSENTIAL FUNCTIONS:

· Assist to plan, develop, prioritize, monitor, forecast and adjust as necessary, the Equipment programs that support the Amtrak Strategic Plan. 
· Interfaces with Program Managers, Divisional and Production leadership, Amtrak forces and/or Contractor(s) responsible for implementation of the project/program scope, schedule and budget. 
· Responsible for monitoring, reporting and forecasting the Equipment capital spending on the sub-portfolio’s projects/programs. 
· Coordinate with the Capital Delivery Project Managers, Division/Production IMCS staffing, Discipline Deputy Chiefs and various operating departments leadership to assist in developing scope, schedule and budget for individual needs within the sub-portfolio, along with coordination of reprogramming as necessary to allow for resource availability and fiscal constraints on a program level. 
· Accomplish project/program objectives by planning and evaluating activities. 
· Leads, defines and achieves engineering, safety and work standards and associated procedures to ensure that project/program assets meet business needs and satisfy FRA regulations. 
· Works within Capital Delivery and engages IMCS leadership to define business needs for responsible projects/programs and translates those needs into requirements.
· Leads the conceptual design of assets, ensuring the delivery of best practice and continuous improvements. 
· Provides leadership, guidance and sets expectations for a staff. 
· Adheres to Amtrak Enterprise Project Management methodology. 
· Provide monthly feedback to Program Managers and Production/Division leadership on status of work/acquisitions and hold bi-weekly meetings with Capital Delivery, Division/Production leadership and Procurement to review budget, scope, and schedule. 
· Compile monthly project summary reports for submittal to the FRA, compiling data submitted by the Program Managers, Production/Division staff and Finance


MINIMUM QUALIFICATIONS:

· BS degree in Engineering, Project Management, Construction Management, Business Administration or related field, or the equivalent combination of education, training and/or experience. 
· Supervisory experience in the management of large, complex contracts. 
· Extensive practitioner experience in project/program management.
· Must have the ability to coordinate efforts with other technical disciplines and have knowledge of scheduling, budgeting, cost forecasting and estimating. 
· Demonstrated ability to manage multiple priorities under tight constraints. 
· Possess strategic and tactical skills required for planning and executing complex project work. 
· Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills. 
· Strong Safety Focus.
· Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g. Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations. 
· Excellent writtern and verbal communication skills. 
· Ability to work effectively with internal and external stakeholders. 
· Valid driver’s license

 

PREFERRED QUALIFICATIONS:

  • Certified or have the ability to acquire the PMP Certification. 
  • 3 - 5 years of railway engineering experience. 
  • Qualified or have the ability to get qualified in MW1000, NORAC, RWP and AMT II.
  • Extensive practitioner experience in project/program management (5-10 years).


WORK ENVIRONMENT:

  • Combination of Office and field environment. Office/Field is 4 days a week with the possibility of 1 day remote depending on priorities.
  • Position is subject to respond to emergencies in all weather conditions, 24/7. Fast-paced environment with frequently changing priorities. This position manages the equipment needs for Amtrak’s IMCS staff spread across the  National Network.
  • Travel up to 25% of the time may be required.
  • This position is based out of Philadelphia, PA/Wilmington, DE.

The salary/hourly range is $135,800-$176,040, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
