Domestic Content & Start‑of‑Construction Regulatory Analytics Specialist

Shape the clean energy future with Westinghouse’s WECTEC Staffing Services. Based onsite in Juno Beach, FL, this 1‑year W‑2 contract role places you at the center of tax incentive compliance for major renewable projects. You’ll report to the onsite Manager and turn complex regulations into clear, auditable, data‑driven outcomes that maximize project value.

A day in the life

Your morning starts by opening a suite of dashboards you built in Power BI and Tableau , powered by Power Query . Domestic content percentages and start‑of‑construction milestones refresh in real time, giving leadership instant clarity. A supplier update prompts you to validate data integrity and trace domestic origin for materials, equipment, and labor. By midday, you’re translating operational inputs into financial impacts using Python and advanced Excel models—linking assumptions to tax credit valuation, IRR, and NPV . In the afternoon, you refine audit‑ready reporting packages, align procurement language with federal rules, and brief cross‑functional partners in engineering, procurement, legal, and finance. You close the day scanning for regulatory updates and updating the internal playbook and training content.

What you’ll deliver

• Dynamic compliance dashboards that translate complex data into actionable insights for leadership (domestic content, project start milestones, audit readiness).
• Quantitative analyses connecting operations to financial outcomes using Python and advanced Excel (tax credit valuation, IRR, NPV).
• Rigorous data validation protocols ensuring accuracy and integrity across compliance and financial datasets.
• Clear interpretation and application of federal regulations— IRA, OBBB, FHWA, FTA, EPA —to procurement and construction processes.
• Frameworks to track and verify domestic origin of materials, equipment, and labor.
• Audit‑ready compliance reports for executive review and regulatory submission.
• Definition of milestones per IRS guidelines to establish official project start.
• Cross‑functional documentation packages to secure tax credits and bonus incentives.
• Guidance on procurement language and supplier selection to maximize compliance.
• Support for internal and external audits.

What you bring

• Bachelor’s in Business, Engineering, or related field; advanced degree preferred.
• 5+ years in business analysis, compliance, or project management within energy or construction.
• Expertise in federal domestic content regulations and renewable energy finance.
• Comfort working across cross‑functional teams and complex workflows.
