JOB SUMMARY
Responsible for the support and coordination of training and recruitment activities and programs in conjunction with the Talent Manager responsibilities. Also supports, coordinates and helps develop employee engagement projects and programs.
ESSENTIAL JOB FUNCTIONS
- Assists with recruiting the most qualified candidates for employment opportunities through a variety including job fairs, internet community advertisements, volunteer/cooperative education programs, and continual networking with employment agencies
- Supports the Talent Manager in designing, developing, implementing, and administering performance-based and specific management, supervisory and development
- Oversees pre-employment testing
- Assists departments with scheduling and facilitating candidate interviews
- Manages the interview note storage and retention process
- Facilitates first day orientation responsibilities
- Develops performance-based training in response to specific employee, departmental and requests and needs.
- Assists Talent Manager in developing, delivering and tracking mandatory compliance training, education, and development of policies and procedures based on state and federal mandates and regulations
- Assists in preparing allocation and benchmarking information for annual budget
- Utilizes assigned budget line items for expenditures responsibly
- Assists in research and development to keep abreast of new and innovative techniques and training programs
- Prepares training materials and coordinates the printing of training materials
- Collaborates with Talent Manager in delivering employee orientation and training programs and can step-in to facilitate designated aspects of trainings and orientation
- Coordinates the update of the HRIS system with employee training information accordingly for the Talent Manager
- Manages online training system and utilizes it for customized trainings
- Coordinates and facilitates cooperative education and volunteer programs with local educational/vocational institutions
- Collaborates with local county educational and vocational entities to cultivate career paths for job-aged individuals
- Administers the Annual Employee Academy program along with the Talent Manager
- Co-manages the Annual Employee Appreciation celebration
- Assists with membership compliance on employee social media pages
- Assists with the job application portion of the HRIS system. Assists with screening candidates, posting positions, and providing overall maintenance.
- Studies new and emerging legislation and court opinions of a complex nature for policy formulation and compliance purposes
- Assists with managing the Internship program
- Coordinates certain aspects of the hiring process in partnership with the Talent Manager
- Maintains certifications and community memberships that are directly related to work assignments
- Provides excellent customer service to members of the general public and other employees. Personal contact occurs with other employees of the unit, employees of other departments, citizens, and customers of the department. Service is provided in person or by phone contact

QUALIFICATIONS
Education and Experience:
- Bachelor's Degree or equivalent training/education
- Two (2) years progressively knowledgeable training experience, recruitment and higher level administrative training
- OR an equivalent combination of education and experience
- Possession of a valid, State of Florida driver's license to operate a motor vehicle (required for travel). Requirement exists at the time of hire and as a condition of continued employment
- Human Resource Professional certification (PHR or SHRM-CP) preferred.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of the methods, procedures, and techniques for conducting research, analyzing data, and developing applicable reports
- Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community
- Ability to present information to top management, public groups and or boards
- Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations
- Ability to define problems, collect data, establish facts, and draw valid conclusions
- Ability to assist in developing plans, policies, specifications, and programs
- Knowledge of the principles and practices of human resource management
- Knowledge of the laws, regulations, statutes, developments, and policies that govern equal opportunity
- Knowledge of the practices of public sector employment and administration
- Knowledge of or ability to research and implement compliance with federal, state, and local regulatory requirements regarding employment and workforce management
- Knowledge of internal personnel conduct and dress codes and personnel training policies
- Ability to maintain effective working relationships with other employees and members of the general public
- Ability to develop and execute standard and customized training programs
- Ability to remain calm in stressful situations
- Ability to take a teamwork approach to the job by cooperating with others, offering to help others when needed, and considering larger organization or team goals rather than individual concerns
