Title : .Net Developer

Visa : Any Visa except CPT, TN and GC (PP number is mandatory to fetch I94)

Location: Remote

Technology Stack: MS SQL Server, .NET (C#, VB.NET ), JavaScript, Visual Studio, ESRI GIS , SSRS

Key Responsibilities

1. Database Architecture & Development (Milestone 1)

• Rebuild and normalize existing SQL Server database.
• Add new tables/fields to match paper forms, MDEQ/USACE/FEMA requirements.
• Integrate GIS data storage and ESRI infrastructure.
• Perform data cleanup and validation implementation.

2. Build REST API (Milestone 2)

• Develop secure, scalable .NET-based REST API.
• Support CRUD operations, complex queries, and future system integrations.
• Ensure seamless interfacing with UI and external services.

3. Web-Based Application UI Development (Milestones 3 5)

• Build modern, mobile-optimized UI using latest .NET framework.
• Implement Microsoft authentication (AAD/SSO).
• Role-based access control for read/write permissions.
• Provide:
  • Query & report builder (PDF/Excel export).
  • Custom notices/letters generation.
  • GIS data viewing/editing via ESRI.
  • Workflow, correspondence, and inspection tracking.
  • Document/photo management with metadata tagging.
  • Digital PDF form submissions with raw image ingestion.

4. Data Migration & Quality Assurance (Milestone 6)

• Analyze legacy Access + SQL data and create migration plan.
• Build QA/QC workflow for data validation.
• Provide legacy data storage access methods.

5. Documentation, Testing & Training

• Provide versioned releases via GitHub.
• Conduct user training, knowledge transfer, and UAT coordination.
• Deliver detailed technical documentation and milestone reports.
• Work with SMEs to fully understand and replace legacy system functionality.

6. Ongoing Support (Milestone 7)

• Provide 120 days of post-implementation support.
• Handle critical bug fixes within 48 hours.
• Use MDEQ's Axosoft issue tracking system; provide LOE and completion dates within 2 business days.
• Follow MDEQ change management procedures.

Required Skills & Experience

Technical

• MS SQL Server, Database Administration, T-SQL, Data Mapping
• .NET (C#.NET, VB.NET ), JavaScript, Visual Studio
• Experience with MySQL, Oracle, SQL databases
• REST API development
• SSRS Reporting
• ESRI GIS integration experience (highly preferred)
• Strong debugging, troubleshooting, and user support skills

Project Execution

• Demonstrated ability to deliver end-to-end application development projects.
• Experience working with government agencies or regulated environments preferred.
• Ability to provide dedicated, consistent project resources.
• Strong documentation, communication, and knowledge-transfer skills.

Project Management

• Provide experienced and credentialed Project Manager(s).
• Ability to deliver status reports and schedule realignment plans.
• Experience with Agile/Scrum or hybrid methodologies preferred.

Onsite Requirements

Although work can be completed remotely, the vendor must attend:

• Requirements sessions
• Demos
• Testing sessions
• Stakeholder and executive reviews
  
  All onsite activities will take place in Jackson, MS.

• New SQL Server database backend
• Full REST API
• Complete modern web UI (3 phases)
• GIS integration
• Workflow, correspondence, and inspection modules
• Document/photo management
• Data migration + QA/QC processes
• Training, documentation, GitHub source code
• 120-day support window post-launch

Total Project Hours

Vendor's proposed hours must not exceed the total hours submitted in the response.
