Sr. Security Training Supervisor

Location: Vermont Yankee ISFSI, Vernon, VT

  Position Summary:
The Sr. Security Training Supervisor is responsible for leading all aspects of physical security operations and security training at the Vermont Yankee Independent Spent Fuel Storage Installation (ISFSI). This position ensures effective protection of personnel and assets while maintaining full compliance with NRC requirements (10 CFR 72 & 73), internal procedures, and industry best practices.

The Supervisor is the principal authority for the site’s Security Training Program and Security Operations. The role includes oversight of all assigned training personnel, program development and administration, and direct coordination of operational readiness across the site. Additionally, the Supervisor is the lead authority for the Safeguards Information (SGI) program and will manage assigned custodians. Key Responsibilities:
Security Operations Oversight
  • Direct and supervise the day-to-day functions of the ISFSI security force, including staffing, performance, and compliance with license basis and programmatic documents.
  • Maintain qualifications as ISFSI Shift Supervisor, Security Officer, and Emergency Director.
  • Serve as the communication link between Holtec management and the on-site security team.
  • Aid in emergency response readiness, participate in drills and exercises, and support the Emergency Planning team.
  • Provide operational leadership during tours, audits, and benchmarking visits (e.g., NEI, NRC).
  • Develop, revise, and implement Security procedures.
  • Manage the implementation of Self-Assessment programs.
  • Support or lead investigations, backshift visits, and post-event debriefs.
Training Program Leadership
  • Administer the Security Training Program in accordance with NRC regulations, Holtec policies, ISFSI-specific procedural requirements and commitments.
  • Supervise all assigned trainers and ensure they are effectively delivering the required instruction.
  • Develop, revise, and implement training procedures and qualification requirements.
  • Maintain the site qualification matrix; schedule and coordinate all training activities and requalification cycles.
  • Ensure accurate recordkeeping and documentation of all training, including remedial actions.
  • Deliver direct instruction as needed and ensure instructional materials align with 10 CFR Part 73 Subpart B requirements.
  • Prepare training packages and readiness materials for NRC inspections.
Safeguards Information (SGI) Program Management
  • Oversee the site’s SGI program and act as the principal point of contact for all SGI custodians.
  • Ensure all SGI controls, storage, dissemination, and training are maintained in compliance with NRC and internal policy.
  • Conduct periodic audits of SGI access and records and manage the SGI Custodian assignment process.
Personnel Management and Leadership
  • Promote a Safety Conscious Work Environment (SCWE) and culture of regulatory compliance.
  • Support the professional development of team members through mentorship and performance feedback.
  • Interface with both union and non-union staff, maintaining discipline, fairness, and high standards of conduct.
  • Assist in the selection and onboarding of personnel; ensure all security personnel meet and maintain qualification requirements.
Administrative and Regulatory Interface
  • Act as liaison to NRC inspectors, client stakeholders, and benchmarking entities.
  • Support regular contract performance, safety, and operations.
  • Lead preparation efforts for audits, inspections, and formal assessments.
  • Manage post orders, SOP development, and the alignment of operational procedures to license commitments.
Minimum Qualifications:
  • Associate’s degree preferred or (5) Years equivalent relevant experience.
  • Minimum of five (5) years in nuclear security, with at least one (1) year in a supervisory capacity.
  • Strong knowledge of NRC regulations, including 10 CFR 72, 73, and SGI requirements.
  • Demonstrated experience managing or executing a nuclear security training program.
  • Strong organizational and administrative skills, including use of qualification matrices and LMS.
  • Excellent written and verbal communication abilities.
  • Must meet and maintain eligibility for unescorted access and training requirements under the site access program.
Preferred Qualifications:
  • Previous qualification as a Nuclear Security Shift Supervisor or Emergency Director.
  • Experience in oversight or administration of Safeguards Information (SGI).
  • Ability to assume shift coverage in emergency or short-term personnel shortage situations.
  • Familiarity with NEI, NRC, and security benchmarking and audit frameworks.
